We extended support to the Offices of General Counsel, conducted statutory and regulatory analysis, case assessment, discovery, trial, appellate work, and more. We prosecuted claims and negotiated payment worth millions of dollars owed by military and civilian agencies including NASA, the Army, the Air Force, the Navy, and the VA – to federal and state contractors.
In 1999, we were among the early adopters of a modern, agile business model, combining traditional staffing with outsourced backroom support. We developed an international network of professionals, to cost-effectively advise governments, institutions, and enterprises, and negotiate government contracts and commercial transactions, across the U.S., Caribbean, Central and South America, the Middle East, Central Asia, and Europe.
By 2010, convinced that our skill sets should be marketed in both legal and non-legal settings, we launched our consulting practice and expanded to provide professional support and staff augmentation that emphasized FOIA, procurement, and acquisition; organizational change and compliance; and project-specific support of Offices of General Counsel.
Ms. Bethel formed a law firm in 1989, after more than 17 years of service as a Government attorney (Securities and Exchange Commission, Enforcement Division, Enforcement Attorney; U.S. Department of Justice [Main Justice and the Office of the U.S. Attorney, Eastern District of Virginia]).
Ms. Bethel began her career as an honors graduate in the Office of General Counsel (OGC) for the U.S. Department of Housing & Urban Development (HUD). She rotated through several sections of the OGC and handled legal issues ranging from regulatory compliance of multifamily housing programs to the defense of the Agency in government contracts claims.
Ms. O’Riordan has more than forty years’ experience in the fields of Government Contracts (federal, state and municipal); construction contracts and litigation; complex litigation; and negotiation of domestic and international government contracts, construction and financing transactions.
Ms. O’Riordan advises multi-lateral organizations, foreign governments (ministerial level positions), quasi-governmental organizations and domestic and international finance and commercial entities regarding compliance with U.S. regulatory requirements spanning procurement, anti-corruption, and corporate governance and structure, and Government Contracts (counseling, negotiation and drafting).
