summary judgment, motions to dismiss, and conducted discovery under tight time frames set by EEOC.
U.S. Department of Agriculture, Food and Nutrition Service, Office of General Counsel
- On-call advice to FNCS management regarding employment and HR matters; represented Agency before
Merit Systems Protection Board (MSPB) and Equal Employment Opportunity Commission (EEOC); served as
legal advisor to management during negotiation of collective bargaining agreement; and represented FNCS
in individual and national arbitrations filed by Union – 3 task orders

- Complex legal research and writing projects relating to investments in multi-family residential housing and
workforce housing, financial regulation matters, and compliance with multiple federal statutes, including the
Federal National Mortgage Association Charter Act, Federal Home Loan Mortgage Corporation Act, and the
Federal Housing Enterprises Financial Safety and Soundness Act of 1992, as amended (Lead subcontractor).

- Full-time, fully embedded (on-site) Attorney / SME / Acquisition Specialist support to the operations of the
Office of Solicitor (SOL), Acquisitions & Intellectual Property, U.S. Department of Interior.
- Trained staff guided and advised DOI personnel in interpreting and complying with administrative and
regulatory requirements in connection with procurement obligations under several federal statutes.
- Supported ongoing procurement actions (including source selection procedures), defense of agency-level,
administrative, and judicial bid protests, and agency defense of post-award claims

National Transportation Safety Board
- Attorney-led, full-time, meticulous research into the status, post-issuance, of hundreds of open NTSB recommendations for high-level briefings of NTSB governance and internal policy assessments/alignments.
U.S. General Services Administration, Systems & Analysis Branch NCR
- Investigation/Study and Report, Balcony Leaks, Department of Justice Building: Investigation of roof and balcony leaks into sensitive and Top Secret secured areas of historical federal office building, and presentation of multiple approaches to repair, inclusive of historical preservation issues.
Commonwealth of Virginia’s Department of Minority Business Enterprise (DMBE), now merged with the Virginia Department of Small Business and Supplier Diversity [SBSD]), charged with assisting the Commonwealth’s Small, Women-owned and Minority-owned (SWaM) and Service-Disabled Veteran-owned (SDVO) businesses to compete effectively in the Commonwealth and the national marketplace
- Attorney-led project management and quality control.
- Researched and documented the factual experiences of and key lessons learned by constituent companies that have built businesses in the Commonwealth and designed communication materials with study results, highlighting ten (10) case studies.
- Researched and prepared outreach material to attract minority and women business owners to a regional business matchmaking conference sponsored by HBCU Hampton University, The City of Hampton, Virginia, and the Commonwealth of Virginia, Department of Minority Business Enterprise (Access to Opportunity Conference, “Creating a Cornerstone of Change”). Participated in the conference to facilitate stakeholder and constituent communication.
- Designed a multi-page communication piece to highlight the findings of the Commonwealth of Virginia Department of Minority Business Enterprise Business Opportunity Pilot Report, summarizing the most important and compelling findings of DMBE’s four month study of 115 firms.
Inter-American Development Bank (IADB)
- Researched and authored Identification of Business Opportunities in the American Public Contracts Market (Spring, 2005), a Report published by the IADB for distribution throughout Central and South America in conjunction with the opening of trade opportunities under the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR).
- Researched and authored 2nd Edition of Identification of Business Opportunities in the American Public Contracts Market (2006).
World Trade Organization and the Institute for the Integration of Latin America and Caribbean of the Inter-American Development Bank, in co-operation with the Caribbean Regional Negotiating Machinery and the Government of Trinidad and Tobago, Trinidad & Tobago
- Researched, prepared, and co-conducted Domestic Review Procedures – National Experiences, Regional Workshop on Government Procurement for Caribbean Countries (October, 2004) for 12 English-speaking Caribbean countries and the Republic of Haiti.
