Ms. O’Riordan has more than forty years’ experience in the fields of Government Contracts (federal, state and municipal); construction contracts and litigation; complex litigation; and negotiation of domestic and international government contracts, construction and financing transactions.
Ms. O’Riordan advises multi-lateral organizations, foreign governments (ministerial level positions), quasi-governmental organizations and domestic and international finance and commercial entities regarding compliance with U.S. regulatory requirements spanning procurement, anti-corruption, and corporate governance and structure, and Government Contracts (counseling, negotiation and drafting).
A seasoned litigator with a long record of successful appearances before U.S. federal and state courts (trial and appel- late levels), Ms. O’Riordan has similarly deep experience representing clients before federal Boards of Contract Appeals boards of contract appeals (Civilian and Armed Services), the American Arbitration Association, U.S. Government Accountability Office (bid protests), U.S. Small Business Administration (size appeals, status appeals), Washington Suburban Sanitary Commission (clams and appeals for construction and services), and the U.S. Department of Transportation Office of Hearings and Appeals (certification proceedings).
- Precedent-setting defense of suspension and debarment proceedings before multiple agencies of federal government contractors improperly accused of fraud and improper conduct.
- Successful representation of government contractor throughout investigation by US Department of Justice, resulting in dismissal of criminal and civil charges, defeat of federal claims, and successful prosecution contractor’s claims for changes, delay and disruption.
- Oversight of embedded senior contractor attorneys managing Government Contracts bid protests, claims defenses and employment litigation at U.S. Department of Interior, Federal Housing Finance Agency, National Endowment for the Arts and U.S. Department of Agriculture. Lead position in strategy briefings provided to senior government counsel and other decision makers.
Ms. O’Riordan is a recognized authority and frequent lecturer on federal and state certification programs, including the U.S. Small Business Administration’s 8(a)BD program, Veteran-owned, and Service Disabled Veteran Owned program, the U.S. Department of Transportation’s Disadvantaged Business Enterprise program, and the District of Columbia Certified Business Enterprise (CBE) program. She has extensive experience in commercial construction and government contract related matters, having represented clients nationwide on government procurement issues from bid protests through claims preparation, pricing, negotiations and litigation.
