Taimur Rabbani serves as outside general counsel and outside litigation counsel to commercial enterprises and government contractors, advising C-Level officers and directors on matters of organizational structure, administrative law, procurement law, employment law, intellectual property law, corporate governance, and strategic planning. Taimur enjoys a diverse client base: His clients include construction and remediation companies, logistics and transportation leaders, cutting-edge technology firms, restaurants, retail operations (brick-and-mortar and web-based), and professionals in regulated industries. He advises clients on all aspects of procurement law, guides clients through negotiations with contracting officers, and resolves subcontractor disputes.
Taimur has developed a robust practice assisting companies working within multiple socioeconomic programs. He not only helps companies qualify for and obtain certification in federal, state and local certification programs (including HUBZone, Woman-Owned Small Business, Veteran- and Service-Disabled Veteran Small Business programs; Disadvantaged Business Enterprise certification programs; and WBENC’s WBE/WOSB programs); he also provides assistance calculated to ensure that they thrive, managing revenue growth within regulatory parameters and leveraging teaming, mentor-protégé and joint venture arrangements to maximum advantage.
Taimur is a skilled litigator, experienced in the strategic and tactical aspects of bid protests, contract disputes, claims, requests for equitable adjustment, and suspension and debarment actions before courts and administrative agencies. He regularly represents clients in arbitrations, mediations, and litigation in state and federal venues, including the District of Columbia Superior Court and Court of Appeals, Office of Bar Counsel, federal District Courts, the U.S. Court of Federal Claims, U.S. Court of Appeals for the Federal Circuit, the U.S. Government Accountability Office, and Boards of Contract Appeals. Skilled in electronic discovery techniques, Taimur has managed discovery in multi-million dollar procurement disputes, overseeing the collection, review, and production of documents from hundreds of sources world-wide. Taimur regularly works with federal agencies and boards (civilian and military), state and regional recipients of federal funds, such as state Departments of Transportation, and quasi-governmental entities, such as the Washington Suburban Sanitary Commission.
