Managing Partner

Carol L. O’Riordan, Managing Partner, has more than 30 years’ experience managing teams providing complex government contracts, procurement policy and construction management services. Over the course of her career, Carol has gained exceptional experience assisting companies entering the US federal marketplace, including assistance with teaming, partnering opportunities and joint ventures, and has been repeatedly recognized for her work in government contracts (federal, state and municipal), construction contracts and litigation, financing transactions, and complex litigation.
Carol represents clients nationwide in commercial construction and government contract-related matters, advising clients on issues that range from qualification and certification, to award, to performance (including delay and disruptions claims), to compliance, to closeout or termination. She is a recognized authority on federal, state and local certification programs, including HUBZone, Woman-Owned Small Business, Veteran- and Service-Disabled Veteran Small Business programs; Disadvantaged Business Enterprise certification programs; and WBENC’s WBE/WOSB programs.
A trained arbitrator (Carol served for many years as a member of the American Arbitration Association Panel of Neutrals, Construction Panel and Government Contracts Panel), Carol regularly practices before the U.S. Court of Federal Claims, U.S. Court of Appeals for the Federal Circuit, the Government Accountability Office, federal and state Boards of Contract Appeals, the U.S. Small Business Administration’s Office of Hearings and Appeals and the U.S. Department of Transportation’s Office of Civil Rights.
Carol advises governments, multi-lateral organizations and companies on matters related to public procurement and works to facilitate the trade and investment activities of U.S. and international companies. She has structured protocols for corporate Foreign Corrupt Practices Act compliance; led successful negotiations of the prime contract and related subcontract and supply agreements for construction by her client of a $650 million highway in Central Asia; served as outside general counsel to a U.S. federal contractor during its launch of international operations in Iraq and the Middle East; designed and conducted international training courses in U.S. procurement law and investment for the Inter-American Development Bank; and has led private trade missions to Central America and the United Arab Emirates.
Carol also serves as O’Riordan Bethel’s Construction Project Manager, overseeing O’Riordan Bethel’s forces’ delivery of new construction and renovation projects for institutional and federal clients, such as the National Security Agency, the U.S. Departments of the Army and Agriculture, and the U.S. General Services Administration.
